Retired couple in North London looking any suggestions for the most *
in-expensive * week away (excluding camping and domitory hostels) somewhere
in southern europe (i.e. some sunshine, but obviously not hot enough for the
beach and swimming).

Self catering is O.k. if that works out the cheapest option. Thanks for
advice.

Lowcost flight or Euroline bus to southern Spain, that would be the most
typical.
Look at quehoteles for the best accomodation prices, we are out of season
that would be cheap.
Alternative and less far : Catalonia.

Malta? Weather can be unpredictable though.
